Policy Forum 2022

Traditionally, research policy governs how institutions go about doing research. Nevertheless, the increasing diversity in the institutions that perform research, now challenge this traditional relationship and warrants an exchange of ideas/some reciprocity. This has profound implications for new forms of collaborations between different institutions and disciplines as well as, how the innovation potential of new knowledge can be exploited.

In September 2022, Centre for Digital Life Norway (DLN) and AFINO, co-hosted a policy forum together with the Research Council of Norway (RCN). The two centres received funding to serve as "research policy experiments" in domains where responsible research and innovation played a crucial role in shaping new collaborations.

Keeping the role of "experiments" in mind, the objective of this policy forum was for DLN and AFINO to share, discuss and reflect on how they engage with research and innovation policies, and in particular the opportunities, struggles and failures they have met so far. Being both half-way through their funding period, and in the context of the recent changes in RCN it seemed particularly timely to open a space for deliberating how the centres navigate the gap between their research intentions and the expected outcomes from funding and policy institutions.

In particular, space was given to reflect on new modes of collaboration, and learning that are needed between DLN, AFINO and the RCN. Discussions also focused on how the centres’ objectives, intentions and mandates could be realised and how challenging this is in practice.
